It may have roots from a century ago, but the idea is still relevant. Rather than running for political office as some thought she would, former Secretary of State Effie Trinket is putting her millions towards a larger goal: the creation of an international organization called the Council of Nations.

Trinket’s idea is not one that is unheard of. Over a century ago, the United Nations existed with representatives from each country attempting to solve their problems diplomatically rather than by force. Trinket is basing this new organization on the structure of the UN, where all countries have a say in world matters.

However, Trinket has ensured that the Council of Nations does not have ultimate say over countries’ decisions, but only recommendations. She stated that “the UN often overreached their boundaries, interfering in countries that they had no right to interfere with while others simply got away with atrocities.” She states that should atrocities occur, the Council can vote as a body to condemn the action and then a military alliance can be formed to solve the conflict outside of the CN.

It is most certain that Panem, as the new superpower in the world, will take a prime presence at the CN. It’s less sure of who the leader will be, however. Many suggested Trinket herself, but many assume it could possibly be current Panem President Katniss Everdeen, who is not seeking reelection. Such a position would require a resignation for the President, which is almost certain to not happen.

Trinket also stated that many organizations could be formed inside of the CN, very much like the UN. The UN was comprised of several organizations, like the World Health Organization, the International Court of Justice, the UN General Assembly, and the UN Security Council.
